From Leesburg Take Route 7 East to Loudoun County Parkway. Turn right onto Loudoun County Parkway just north of where Route 7 and Route 28 meet. Follow for about a mile and turn left onto Aquiary Way, then turn right on Loudoun Water Way. The Administration Building is on the left.

From Dulles Greenway Take Exit 7 for Loudoun County Parkway (Rt. 607) and head north. Go straight through the light at Waxpool Road. Go past Beaumeade Park and the Redskins Training Facility. Turn right onto Aquiary Way, then turn right again on Loudoun Water Way. The Administration Building is on the left

  • New Membership: STAC will discuss the three vacant Federal appointments and consider the following individuals before putting forth recommendations. Please review the available CVs prior to the meeting.

    • Rich Birdsey (recommended for Forest Service vacancy): directs the USDA Forest Service's Global Change unit and is located near Philadelphia, PA.
    • Bob Hirsch (recommended for USGS vacancy): Expertise in non-tidal monitoring design and statistical analysis of hydrologic information. Curriculum Vitae | Bibliography
    • Frank McCormick (recommended for Forest Service vacancy): an aquatic biologist with expertise on air impacts on water, aquatic ecology, and fishes.
    • Dave Nowak (recommended for Forest Service vacancy): A research forester who specializes in urban systems who has done a great deal of work developing from his reasearch tools for lawnmowers, urban planners, etc. He is located in Syracurse, NY.
    • Jim Pletl: Chief of the Technical Service Devision for Hampton Roads Sanitation District with expertise in local government issues. Curriculum Vitae
    • Rich Poyat (recommended for Forest Service vacancy): A soil scientist working with the Baltimore LTER site with expertise in soil science and urban ecology.



  • STAC Publication Protocols: STAC Staff has developed publication protocols to provide further guidance on developing STAC reports, media briefs, and factsheets. The draft document will be discussed at the meeting.




  • Chesapeake Bay Commission Biofuels Summit: On September 4th, the Chesapeake Bay Commission hosted a meeting for policy makers, legislators, scientists, and stakeholders to discuss key issues surrounding biofuels and their implications for the Chesapeake Basin. Discussions were spurred by many of the findings and recommendations put forth by the Chesapeake Bay Commission's report on Biofuels and the Chesapeake Bay.

    Kevin Sellner, CRC, and Jim Pease, Virginia Tech, will give a brief overview of the meeting and its outcomes.


  • Process for Developing Best Management Practice Effectiveness Estimates - Year 2 of the BMP Project: Sarah Weammert, University of Maryland MAWP, will present a summary of the BMP development process for developing BMP effectiveness estimates for the Year 2 of the BMP Project and will highlight the scope of STAC's review.


  • Chesapeake Bay Program Office Strategy for Addressing Water Quality Impacts from New Development, Redevelopment, and Existing Development: The EPA Chesapeake Bay Program Office has responded to a September 2007 EPA Inspector General recommendation with a strategy (download) to find, generate and promote innovations in stormwater management that achieve no runoff. A cornerstone of the CBPO strategy is the aspirational goal: "Future development, including new development, redevelopment, and retrofits to existing development, will utilize a comprehensive spectrum of practices and approaches that achieves complete assimilation of runoff through bioretention, evapotranspiration, infiltration, recharge, and reuse to achieve no runoff from the development site." Mike Fritz, EPA-CBPO, will brief the committee on the CBPO strategy development and implementation plans.


  • Chesapeake Online Assessment Support Tool (COAST): Paul Hearn, USGS, and Kelly Shenk, EPA-CBPO, will present an overview of the Chesapeake Online Assessment Support Tool (COAST), a decision-support tool being developed by USGS and the CBP office to aid water quality management decisions. A factsheet summarizing COAST is available for download.


  • STAC Report and Presentation to the CBP Executive Council: At the 2007 Executive Council (EC) Meeting, STAC joined the Local Government Advisory Committee and Citizens Advisory Committee in delivering a unified message to the Governors on priority need for technical assistance, training and education at the local level. STAC independently stressed the concept of implementing adaptive management approaches. An electronic copy is available for download on the Chesapeake Bay Program website.

    The 2008 EC Meeting has been schedule for November 20. Doug Lipton will lead a discussion to identify topics and strategies to present at the meeting. A STAC report outlining committee goals and objectives will be submitted on November 6th.
